Thailand’s Department of Tourism Advances Cash Rebate Film Incentives to Boost Soft Power and Attract Global Productions

Thailand’s Department of Tourism is actively advancing measures to promote the country’s soft power through its “Incentive Measures for Foreign Film Production.” The policy aims to position Thailand as a premier filming destination while driving economic growth, increasing employment, stimulating domestic consumption, and enhancing the country’s global image in line with the government’s Soft Power strategy.

At the core of this initiative is the “Cash Rebate” mechanism, which offers partial reimbursement of production expenses to both international and Thai filmmakers. The scheme has already demonstrated its effectiveness in attracting significant foreign investment, generating income across related industries, and creating jobs for Thai professionals. In parallel, the government is also developing similar incentives for the domestic film industry. Under the preliminary framework, Thai films with a minimum investment of 30 million baht and distribution in at least 5–7 countries may qualify for a 15% rebate, with additional incentives of up to 5% for productions that promote Thai soft power, film in secondary cities, utilize local post-production services, or exceed 150 million baht in investment. The maximum rebate is capped at 150 million baht per project.

In this regard, Radio Thailand had the opportunity to conduct an interview with Ms. Ubolwan Sucharitakul, Director of the Thailand Film Office (TFO), focusing on key questions surrounding Thailand’s competitiveness in attracting big-budget international productions, particularly through its cash rebate incentives compared to regional counterparts. The discussion also explored how the “One-Stop Service” system has been implemented to simplify permit procedures and enhance ease of doing business for international film crews. These efforts underscore Thailand’s strong potential as a hub for the creative economy, leveraging the film industry as a powerful tool to promote culture, tourism, and sustainable national growth.
