Thailand's Bangkok Blueprint: A Compass for Safe & Inclusive Digital Finance
As digital fraud and scam networks grow across borders, Thailand, together with the IMF and the World Bank Group, is launching the Bangkok Blueprint: 12 key policy considerations to help countries fight cyber-enabled fraud while keeping digital finance open to everyone.
The Blueprint will be unveiled on 14 October at the IMF-World Bank Annual Meetings 2026 at the Queen Sirikit National Convention Center, Bangkok.
● Watch live on the AM2026 Thailand Facebook page on 14 October at 12:30 (Bangkok time, GMT+7).
The idea is simple: protect people without shutting anyone out.
● Safe: stronger defenses against scams, mule accounts, and call-center gangs
● Inclusive: fair access to digital finance for seniors, small businesses, and underserved communities
Thailand is already putting it into practice:
✅ One banking app account per device, with face scans for large transfers
✅ Automatic blocking of apps with remote-access tools or rooted/jailbroken devices
✅ Person-level bans on mule accounts, with real-time data sharing across banks
✅ 24/7 hotline (1441) to freeze scam accounts without waiting for a police report
✅ AI-powered detection ("Nok Krasip") to flag suspicious accounts before money leaves the country
Strong digital public infrastructure like PromptPay helps small merchants stay connected, safely.
Fighting fraud is a shared challenge, and Thailand is ready to share its lessons with the world.
