Thailand Updates EV3–EV3.5 Incentives to Strengthen Position as Regional EV Hub

Thailand’s National Electric Vehicle Committee has approved updated EV3 and EV3.5 incentive measures to better match global and domestic market conditions. The goal is to give manufacturers greater flexibility while preventing an oversupply of electric vehicles in the Thai market. 
 
The new adjustments include extending the registration period for locally produced EVs into January of the following year, revising subsidy payment terms to allow delayed disbursement if production goals are not met, and allowing factories under the EV3.5 scheme to contribute toward EV3 production compensation. 
 
The deadline for counting imported battery cell materials has been pushed to June 2026 with a limit of 10 percent of factory price, and new guidelines have been established for hybrid vehicle producers covering emissions, local content, and safety testing.
 
To prevent market oversupply, the EV board has also increased export incentives by allowing each exported EV to count as 1.5 units toward production compensation, with export reporting permitted until June of the following year. Manufacturers who have not received subsidies may exit the scheme by returning excise tax discounts with penalties, helping reduce future compensation burdens.
 
Electric vehicle registrations in Thailand continue to grow strongly, rising 59 percent in the first nine months of 2025 to 87,112 battery electric vehicles. Registrations under the EV3 and EV3.5 programs now total 238,183 vehicles, supported by more than 40 participating companies. 
 
Investment in the EV industry has reached 140 billion baht, spanning BEV production, battery factories, components, and charging infrastructure. These updated measures are expected to stabilize the domestic market, support industry needs, and reinforce Thailand’s ambition to become a leading EV manufacturing and supply-chain hub in the region.
