Thailand and Germany Expand Vocational Education Cooperation

Thailand and Germany have signed a new Joint Declaration of Intent (JDoI) on vocational education and training, expanding cooperation in developing a skilled workforce for future industries. Education Minister Prasert Chandraruangthong led the Thai delegation to Berlin following Cabinet approval and signed the agreement with Germany's Federal Minister of Education, Family, Senior Citizens, Women, and Youth, Karin Prien, on September 14.

The two sides discussed Thailand’s transition toward competency-based curricula, greater use of technology and artificial intelligence in education, and a credit bank system under the All for Education vision. Thailand also detailed plans to develop its dual vocational education and training system through industry-aligned curricula, advanced technology, and German-language skills, as well as improved capabilities for vocational teachers and personnel.

Thailand proposed establishing a Thai-German Vocational College to jointly develop curricula, educators, and students in line with recognized standards and industry needs. Discussions also covered mutual recognition of vocational qualifications, international exchanges and practical training, cooperation with iMOVE, and a Thai-German Joint Working Group on Education that will prepare a roadmap for future programs and coordinate with Germany’s federal states.

The talks also addressed aging societies, changing workforce needs, PISA results, and education reform. Thailand presented its All for Education and Thailand Zero Dropout policies, while Germany shared experience in early childhood development, foundational skills, screen time and social media, education for refugee children, and data-driven policymaking.
