On 29 July 2025 at 10.00 hrs, Lieutenant General Boonsin Padklang, Commander of 2nd Army Area, Royal Thai Army held official talks with General Pov Heng, Commander of Cambodia’s Military Region 4. The meeting aimed to ease tensions and reduce hostilities along the Thai-Cambodian border. The two sides reached consensus on the following seven key points:
1. Complete Ceasefire
Both parties agreed to an immediate ceasefire in conflict areas in order to end the clashes and minimize casualties among military personnel and civilians.
2. Protection of Civilians
Emphasis was placed on safeguarding civilians. No attacks or operations shall be conducted that pose a threat to civilian lives or property in the border areas.
3. No Troop Reinforcements
Deployment of additional troops or military equipment into disputed areas is prohibited to prevent further escalation of the situation.
4. No Troop Movements
Both sides agreed not to reposition forces within the border area in ways that could cause misunderstandings or increase tensions, helping to maintain stability.
5. Facilitating the Return of Casualties
The two sides committed to fully cooperating in the return of the wounded and deceased, reflecting shared humanitarian values and efforts to alleviate suffering.
6. Establishment of a Joint Coordination Team
To ensure prompt and effective resolution of local issues, a joint coordination team will be established, consisting of four representatives from each side.
7. Pending Endorsement at GBC Meeting
The outcomes of this high-level military dialogue will be submitted for review and official endorsement at the upcoming General Border Committee (GBC) meeting between Thailand and Cambodia, scheduled for 4 August 2025. Once endorsed, these agreements will be binding at the policy level of both countries.
