Six nations have agreed to strengthen joint action against online scam networks, following a ministerial meeting attended by Pol. Lt. Gen. Jirabhop Bhuridej, Assistant Commissioner-General of the Royal Thai Police and Head of the Anti-Online Fraud Center.
Representatives from China, Myanmar, Laos, Thailand, Cambodia, and Vietnam agreed to work together to prevent any nation in the sub-region from becoming a haven for scam networks. The meeting examined the escalating effects of cross-border telecommunications and online fraud, which pose serious threats to economic stability, social security, and public welfare. The countries adopted the Joint Initiative to Combat and Govern Telecom and Online Fraud Crimes, comprising 21 key areas of strengthened cooperation.
Pol. Lt. Gen. Jirabhop exchanged intelligence and policy recommendations, reaffirming that Thailand hosts no call-center scam bases. He stressed that whenever Thailand receives reports of suspected operations within its borders, authorities conduct immediate inspections and arrests, and relay the results directly to the notifying country. He emphasized that Thailand, as both a directly affected nation and a responsible regional partner, is committed to transparent and swift action and expects all member countries to uphold the same standard.
Pol. Lt. Gen. Jiraphop reiterated that eliminating scammers requires action at the source and that no nation should serve as a refuge for scam gangs. He proposed three urgent regional measures: the first calls for a real-time information-sharing system with a centralized database of mule accounts, phone numbers, and IP addresses to enable simultaneous blocking, freezing, and investigations. The second proposes the deployment of Cyber Liaison Officers stationed in key jurisdictions to ensure that information requests and operational coordination can be completed within the same day. The third involves joint telecommunications controls, including stricter SIM-card registration with identity verification, limits on SIM ownership, monitoring of suspicious numbers, and temporary signal shutdowns in areas showing large-scale scam activity.
These measures align with the recently signed operational plan between the Royal Thai Police and the Cambodian authorities to intensify the suppression of cyber scams. The Royal Thai Police affirmed that the Anti-Online Scam Center (ACSC) will continue serving as a regional coordination hub, facilitating faster information exchange and joint operations among the six nations to effectively protect the lives and assets of people across the region.
