Applications should be submitted to local officials in the district or sub-district where the forest is located. This process is outlined in the 1985 Ministerial Regulation No. 1,106, issued under the 1964 National Reserved Forest Act, and implemented according to the Forestry Department's 1986 Regulations on the Permission to Utilize Wood within National Forest Reserves, and the Forestry Department's Letter dated January 29, 2014, on the operational guidelines for utilizing wood in national forest reserves. The following is the procedure and timeframe for the application process:

1. The applicant submits the application along with related documents to the official - The official checks for completeness and correctness of supporting documents.
2. The official inspects the requested area and prepares an inspection report to submit to the Provincial Governor. This step takes 10 working days.
3. The Provincial Office of Natural Resources and Environment prepares an opinion paper, coordinates with related agencies to inspect the area. This step takes 15 working days.
4. The official conducts a field inspection to survey and stamp the wood, prepares a wood inventory, verifies coordinates, and prepares a report to propose to the Director-General of the Forestry Department for consideration. This step takes 25 working days.
5. The Office of Natural Resources and Environment submits the permit application along with supporting documents to the Provincial Governor for consideration. This step takes 10 working days.
6. The Provincial Governor considers the permit application and notifies the result of the consideration. This step takes 10 working days.
